Request for Proposals

 

Proposals must be received not later than 12:00 (noon)

 Proposals that are received late WILL NOT be considered.

 

The Local Enterprise Office as part of Carlow County Council is requesting proposals from suitability qualified professionals to develop a panel for photography services for its events and publications.

The Local Enterprise Office is charged with the provision of Enterprise Support and supporting economic development throughout County Carlow and requires photography in general for:

(1)    Project Launches: Once off photography events which are generally less than 1 hour and located in County Carlow. The requirement for these events is fully captioned photographs within an agreed period defined as part of the engagement usually 2-24 hours.

(2)    Seminar, Training & Information Events: Once off photography for Seminar, Training, Information & Networking type of events which generally range from 1-5 hours.  These projects include the production of formal photographs (for press release) and ad hoc photography (for social media / web etc.)

(3)    Brochure Photography: Once off projects based on a theme and brief charged at a per day rate including full copyright of images for use in local, regional, national and international publications.

During the remainder of 2016 the following projects are in place:

  • IBYE Awards Lunch - 9th December 2016
  • Student Concept Competition Awards – 29th November 2016
  • Enterprise Europe Network – Event Photography – 16th November 2016
  • Form @ Christmas Launch Photography – 7th November 2016
  • Carlow’s Culinary Christmas Event Photography – 8th December 2016
  • Launch of Carlow’s Culinary Christmas (Location Cavan: 12th November 2016)
  • Christmas Photography – Official Lights & Carlow Database
  • Brochure Photography for FDI Sector Specific Brochures

Proposal Submission

Submissions should include, but not necessarily be limited to, the following:

  • Company name, address and contact details;
  • A brief description of your organisation – your clients, history, projects and staff;
  • A summary of your understanding of this proposal;
  • An outline of the services to be provided addressing all aspects of this tender call;
  • Your organisation’s experience in similar projects;
  • Samples/Descriptions of previous work (links will be accepted);
  • References (a minimum of 2);
  • Detailed cost breakdown - broken down to ensure clarity
  • Value Added/Innovative techniques;
  • Any other supporting information you may wish to include with your submission.
  • Failure to complete and include information as required may result in your submission not being considered.

SELECTION CRITERIA

The panel will be arranged on the basis of the following

  • Comprehensiveness, understanding of brief and quality of approach - 30%
  • Expertise, experience and resources allocated - 30%
  • Innovation and originality of submission - 20%
  • Price - 20%

The panel will be in place for 2016 & 2017.

Carlow County Council is subject to the provisions of the Freedom of Information Act 1997. Prior to the award of any contract arising out of this competition the successful tenderer shall be required to produce a Tax Clearance Certificate from the Irish Revenue Commissioners and proof of Public Liability and Professional Indemnity Insurance.

Carlow County Council and its stakeholders requires the rights to use all videos and still shots as they see fit across all other marketing tools and also reserves the right to share the photographs and video with community partners to use for their marketing purposes.
