Production of “The Story of the Rural Public House” Marketing Video

Request for Proposals

Background

Carlow County Council in association with Carlow Tourism is seeking proposals for the design and delivery of “The Stories of the Rural Public House” production, which is utilized to showcase the story of Rural Carlow as part of our Tourism Message under Ireland’s Ancient East, in 7 Rural Locations in County Carlow. This video will also link the "story" of Walsh Whiskey and Carlow Brewing Company to form part of the video messaging associated with the rural pub.

This project is being delivered as part of a series of projects, under the Town & Village Renewal Scheme, in terms of the development of marketing materials.

It is envisaged that the target audience for the video will include:

  • General Public
  • Tourism Market
  • Diaspora & Foreign Networks

It is envisaged the video will be utilized by:

  • Business Associations, members of the tourism industry, tourism organisations, Community Groups and state agencies to highlight the hidden treasures that the County Carlow has to offer.

The aim of the videos is to:

  • Help people become familiar with the depth and breadth of Story Telling in Rural Pubs and their importance as a location for the community
  • Feel inspired to find out more – clear calls to action will guide the viewer to more detailed information and contacts
  • Share the video.

Video Content

The outline content of the video will include:

  • Inspiring, Magical & Focused Key Message Footage
  • Closing Credits with Call to Action & Logo’s

The video will be approx. 5-8 minutes in duration and the chosen company will be expected to produce 2 versions 1 which is 1-2 minutes in duration and one which is 5-8 minutes in duration.

The video style should be in keeping with the ethos of Ireland’s Ancient East.

Importantly, the videos will feature a strong cross sectoral mix featuring companies and communities of varying sizes. While conveying core information, we wish the videos to be quite informal and engaging. Music must be in keeping with the theme and must be included in the proposal. Likewise, all graphics must carry a consistent style across all videos.

SUPPORT TO SUCCESSFUL TENDER ORGANISATION

Once the video production company is appointed, a Project co-ordinator for this assignment will be assigned and will work with the company on a detailed Content Master Plan so that the video is structured for maximum impact. The Local Enterprise Office & Carlow Tourism will work closely with the company to deliver the brief. At a practical level, they will assist the production company in scheduling and logistics. Logistics and scheduling will be co-ordinated by the steering group but the production company will be expected to provide pre-filming briefing. The Local Enterprise Offices & Carlow Tourism will oversee the shoot and monitor progress and evaluate impact to ensure the overall objectives are achieved.

DELIVERABLES AND TIMESCALES

We expect the delivery of 2 high definition videos of approx. durations as specified. The videos should be delivered in a series of different digital formats to suit our i.e. web and HD video and will entail the following tasks:-

  • Video production – site visits, interviews and perhaps aerial drones
  • Editing
  • Motion graphics, still graphics / artwork
  • Rendering
  • Music & Sound Track
  • Finishing
  • Completed video must be in High Definition (HD) quality and still shots must be in High Resolution. We also require AVI format and must be able to be reduced in size without sacrificing quality.
  • An unabridged version should be produced, combining all videos seamlessly for continuous streaming at events etc.
  • Video must be able to be used through multiple video and social media platforms

Proposal Submission

Submissions should include, but not necessarily be limited to, the following:

  • Company name, address and contact details;
  • A brief description of your organisation – your clients, history, projects and staff;
  • A summary of your understanding of this proposal;
  • An outline of the services to be provided addressing all aspects of this tender call;
  • Your organisation’s experience in similar projects;
  • Samples/Descriptions of previous work (links will be accepted);
  • References (a minimum of 2);
  • Detailed cost breakdown - broken down into preproduction, filming and post production;
  • Value Added/Innovative techniques;
  • Any other supporting information you may wish to include with your submission.
  • Failure to complete and include information as required may result in your submission not being considered.

SELECTION CRITERIA

The successful tender will be awarded based on the following criteria:

  • Comprehensiveness, understanding of brief and quality of approach - 30%
  • Expertise, experience and resources allocated - 30%
  • Innovation and originality of submission - 20%
  • Price - 20%

Carlow County Council is subject to the provisions of the Freedom of Information Act 1997. Prior to the award of any contract arising out of this competition the successful tenderer shall be required to produce a Tax Clearance Certificate from the Irish Revenue Commissioners and proof of Public Liability and Professional Indemnity Insurance.

Carlow County Council and its stakeholders requires the rights to use all videos and still shots as they see fit across all other marketing tools and also reserves the right to share the photographs and videos with community partners to use for their marketing purposes.
