One of the best ways for Irish SMEs to grow sales is to understand how to win more tenders to public sector buyers. Public procurement contests follow a formal, structured process. They have strict criteria for qualification and award, and can seem complicated and difficult to understand. This programme will demystify the tendering process and help businesses to write better bids to improve their chances of winning more contracts.

An introductory programme, the online interactive workshop will equip participants with the tools to navigate the public sector marketing place and to understand the process of how to bid effectively for public sector opportunities.

Course Content

Topic 1: Navigating the public sector market place:

This module steps through the eTenders website to make sure participants understand how they can find useful information that can help understand where opportunities lie and what needs to be done to begin targeting the right opportunities.

 

Objectives of the session:

• Understanding the differences between quotations and tenders.

• Introduce the data sources and navigating eTenders.

• Useful information – previous RFTs and contract award information.

 

Module outcomes:

• Aware of how to access public opportunities.

 • Familiar with eTenders website.

• Participants will understand how to find useful information.

 

Module Content:

• Public Procurement processes –the difference between quoting for contracts below the tendering thresholds and tendering for contracts above the threshold.

• Introducing eTenders – An overview of eTenders and its functionality. Using eTenders strategically – how to find information about the competitive

 

Topic 2: Bid Management – what to do and how to do it:

This module explores the process to be followed to bid effectively and focus on what buyers look for from bidders.

This module also explains the scoring criteria and how to interpret them.  

 

Objectives of session:

• To develop an appreciation of what buyers look for from bidders.

• To explain scoring criteria and how to interpret them.

 

Module Outcomes:

• Clear understanding of when to bid and why.

• Clear understanding of what a good bid looks like.

 

Module Content:

 • Qualifying criteria vs. award criteria – the difference between such criteria and how buyers use the criteria.

• Breaking out the requirements in a tender document. Taking an example of tender documents and showing how the requirements can be identified.

 • Stepping through the “classic” sections of a bid and what needs to be outlined in each (introduction, requirements table, approach, methodology, citations, pricing, appendices etc.).
