Tender Specification for supply of Training Services 2018 and 2019

Tenders are invited for the delivery of training programmes on behalf Local Enterprise Office Offaly (LEO Offaly).

The closing date for receipt of proposals is 4 pm Tuesday, 12th December 2017.

 

Tenders received after the deadline will not be accepted.

 

Tenders shall be submitted via http://www.etenders.gov.ie/ using the following format:

 

  • Name, address, telephone number, fax number and email address of tenderer.
  • Profiles of the company/trainer with details of relevant experience in the development and delivery of programmes to small and medium enterprises.
  • Details of formal accreditation for delivery of training.
  • Outline of course content for each course being tendered for
  • Tenderers shall provide a copy of the course content with the tender documents
  • Details of course accreditation if any shall be specified
  • The proposed time-frame for delivery, and tender validity period.
  • The fixed price cost of the contract in Euro, to include VAT (where applicable)
  • Names of referees for whom previous similar work has been undertaken.
  • References in respect of previous contracts may be sought from tenderers.
  • Details of the personnel to be devoted to the programme delivery
  • For each member of the delivery team list: name, organisation, role and hours assigned.
  • Attach a CV showing relevant expertise and experience of each member of the delivery team.
  • Other resources, if any, to be applied.

 

Tenders may be submitted for one or all of the courses listed below.

 

General Details

Costs of Programme Delivery The costs for programmes shall be a fixed sum, to include costs of delivery, printing, materials, travel and other expenses. LEO Offaly shall not be liable for any costs incurred in the preparation of tenders. Please note it is the responsibility of the trainer to provide printed copies of all course notes to participants. 

 

Participant Numbers on Programmes Please state if participant numbers will be restricted and specify the maximum number.

 

Tax Clearance Certificate Before a contract is awarded, the successful tenderer will be required to produce a current valid Tax Clearance Certificate, and if the Certificate should expire within the course of the contract, a new certificate will be required. A successful non-resident tenderer will be required to produce a Statement of Suitability from the Irish Revenue Commissioners. All payments under the contract will be conditional on the tenderer being in possession of a valid certificate at all times.

Evaluation of tenders The successful applicant will be determined on the basis of the most economically advantageous tender, following an evaluation process by LEO Offaly, on the basis of the following criteria (weights in brackets):

LEO Offaly may not accept the lowest, or any, tender. LEO Offaly may decide, following evaluation of tenders, not to proceed or to proceed with a limited number of elements.

 

Freedom of Information Information supplied in respect of this tender may be disclosed by LEO OFFALY under the terms of the Freedom of Information Act, provided it is not exempt from disclosure under that Act (e.g. personal information or commercially sensitive information where the public interest in non-disclosure outweighs the public interest in disclosure). Tenderers are invited on the tender form to indicate if they consider any information supplied to be sensitive. Under s. 29 of that Act, any tenderer must be consulted by LEO Offaly before any decision to disclose such information is taken.

If the tender includes sensitive information the tenderer should consider including the following paragraph in the tender submission addressing Freedom of Information, e.g. I understand that information about this tender not identified as sensitive may be released in response to a request under the Freedom of Information Act 1997.

The Local Enterprise Office Offaly is obliged under the Act to consult with this organisation prior to any decision to release such information

 

Conflict of Interest Any registrable interest involving the contractor and LEO OFFALY, its staff or their relatives must be fully disclosed in the response to this Invitation to Tender, or should be communicated to LEO OFFALY immediately upon such information becoming known to the contractor. In any case, such information must be made available prior to the award of the contract. The terms “registrable interest” and “relative” shall be interpreted as per Section 2 of the Ethics in Public Office Act, 1995. Failure to disclose an interest may disqualify a tenderer or invalidate an award of contract, depending on when the conflict of interest comes to light.

Any other conflicts of interest which arise must also be fully disclosed to LEO Offaly.

2.Start your own Business 3 days + 1 day follow up mentoring session 6 hours4 (2 Spring, 1 Summer, 1 Autumn)

Course topics include:

  • Market Research;

  • Promoting your Product/Service;
  • Managing the Business. 

On completion of the course, participants will have been able to produce a business plan.

The mentoring sessions would be offered to participants on one day, therefore you would need to allow for a full day’s mentoring as part of the course in addition to the 6 evenings. This should be priced separately 

3.Costing and Pricing1 Day6 Hours2 (1 Spring, 1 Autumn)Practical programme on how to correctly cost and price a job.  The different methods of pricing will be explored and will be useful for both manufacturing and service businesses.  Learn how to do it right each and every time.  
4.How to Sell Successfully2 Days6 Hours2 (1 Spring, 1 Summer)This programme will provide participants with the skills to sell effectively to new and existing customers.  Using "Best Practice" selling skills it will help re-energise those already experienced in sales while also developing the potential of those new to the selling process.  FETAC Level 6 certification desirable for this programme (to be costed separately) 
5.Digital Marketing6 days6 Hours2 (1 Spring, 1 Summer)

This course should focus on the planning, implementation and measurement of the business' Digital Marketing Strategy.  

Modules should cover:

  • Development a digital marketing strategy;

6.Part-Time Business Start Up (while holding down a day job)3 evenings3 hours1 (1 Autumn)This course is ideal for people looking at ways of making some extra money or converting their hobby into a business.  The course will give practical tips on how to set up and run a part-time business.  The seminar will include information on how you can successfully run a business in the evening, financial/legal obligations, what to tell the taxman, how to tell your boss and how to manage your time and resources.
7.Social Media Marketing Bootcamp4 days6 hours1 (Spring)This intensive course will focus on all aspects of social media marketing including website marketing, Facebook marketing, Twitter marketing, LinkedIn marketing, Pinterest/Instagram; video marketing, YouTube marketing and designing graphics for social media etc.
