Ireland’s Best Young Entrepreneur programme (IBYE) is a government initiative open to anybody between 18 and 35 with an idea/commercial venture for a start-up or existing business. A 2 million euro investment fund and targeted business supports will be on offer to help young people turn their business idea into a reality. It is envisaged that each of the 31 Local Enterprise Offices (LEOs) will have access to an investment fund of €50,000, with an overall national winner’s investment fund of €100,000. The competition is open to all sectors, structured at county and regional levels, which will culminate in a National Final in September 2019.
The Local Enterprise Offices (LEOs) are Irelands first stop shop for all enterprise related enquiries and provide advice, information and support for those interested starting up or growing a business. With 31 dedicated teams across the Local Authority network in Ireland, LEOs offer a wide range of experience, skills and services. LEOs also promote enterprise and entrepreneurship and foster a culture of enterprise. The IBYE Programme will be delivered by the LEOs.

IBYE IT Project Overview:
The objective is to provide IT Support for the development, roll out and maintenance of all it issues associated with the IBYE 2018 Project
It is envisaged that this will be a 9-month contract running from January 2019-September 2019
The project will be split into 3 distinct phase;

IBYE IT Project Details:
Phase 1 Website Design IBYE Pre application and Planning: Review of IBYE 2018 (positives and areas for improvement) Scope IBYE 2019 with designated EI/LEO Project Team Reconfigure ibye.ie for 2019 launch including reconfiguring existing platform to conform to cross browser support (FireFox, Safari, MAC) and support mobile users. Facilitate website soft launch including design and integrate Phase 1 landing page Integrate social media plug-ins and associated digital media communications elements across Google Plus, Twitter and Facebook. Develop front end and back end elements to create an advanced singular application system. Provision of secure and confidential data management: storage and retrieval services in accordance with GDPR Guidelines and confirmation that proposed service delivery will be fully compliant with GDPR requirements and necessary procedures. Ensure that the IBYE Website is fully secured and contains a digital SSL Certificate. Re-development of application contact form, content revision and related updates. Update selected site features, hosting and enhance site visuals as per scope. Phase 2 IBYE Application phase Act as point of contact and co-ordinator for IBYE queries through the LEO Network Liaise with the LEO Network, service providers and other key stakeholders. Provide ongoing help and support to each LEO on overall activity and applicant queries Continuous updating of ibye.ie content and social media accounts during the application phase Provide reporting mechanism and analytics for distribution on a weekly-monthly basis for the duration of application phase for 31 x Local Enterprise Offices, Micro Enterprise Centre of Excellence and Department of Jobs Enterprise and Innovation Phase 3 IBYE Post Application support Develop IBYE Application Master Archive in line with GDPR Guidelines Act as point of contact for IBYE Queries for the LEO Network Ongoing liaison with applicants, LEOs, Service Providers and other stakeholders as required. Provide ongoing support to individual LEOs in respect of overall activity and applicant queries. Regular updating and synchronisation of IBYE Website in relation to distinct phases of IBYE roll out. |
Key Guidelines:

Award Criteria
The contract will be awarded on the basis of the most economically advantageous tender in accordance with the award criteria and associated weights set out below:
- Approach and proposed methodology (25%)
- Experience / qualifications of key personnel (15%)
- Experience of similar evaluations/research projects (30%)
- Price (30%)
The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
The lowest or any tender will not necessarily be accepted and the successful tenderer will be required to produce a current Tax Clearance Certificate before the contract is awarded.
Budget
The anticipated budget for this project is €23,500 ex VAT. Payment terms should be included in Tender Application.
Contract Period
The contract will commence immediately on award of contract.
The contract will be subject to satisfactory performance reviews.
It is anticipated that this project will run for 9 months (January 2019-September 2019)
