Public sectoring tendering has the potential to present significant opportunity for many businesses; yet there appears to be many challenges facing small businesses in going through the tendering process and actually winning work through the writing of tenders. An important study is being taken forward by Ian McKay (Navigate Change Consulting) in conjunction with the University of Ulster to  explore exactly what there barriers are. The information would be used to inform the discussion around improving small business access to public sector contracts.
