Background & Scope

South East Local Enterprise Offices as part of Carlow, Kilkenny , Waterford , Wexford & Tipperary County Councils are seeking proposals for the development of client mapping & core client gap services gap analysis in order to assist in the development of new interventions  and proposals for supporting the Micro Enterprise Community in the South East of Ireland.

 The LEO client portfolio across the South & East Region is made up of approx. 1000 companies which are supported by 5 Local Enterprise Offices. The Local Enterprise Offices work as individual units within their respective local authorities but wish to develop new supports for the Micro Enterprise Sector on an Inter-County or Regional level based on factual mapping, data review and evaluation.

The core work packages required are: 

  1. Geographical Mapping of all LEO Clients by Location
  2. Geographical Mapping of LEO Clients by Sector (5-8      Sectors)
  3. Evaluation of LEO support based on CSO data of Micro Enterprise Sector in the South East.
  4. Commentary on Geographical Clusters of Micro Enterprises
  5. Completion of 200 Client Survey to conduct a needs/gap analysis in terms of development supports. A consultation session will be      required in order to design the client survey.
  6. Facilitated Workshop with LEO Staff to discuss trends and potential projects
  7. Documentation of Final Report including overview of data and key recommendations for development of projects and supports.

It is proposed that the selected contractor will work with a working group made of up of representatives of the five Local Enterprise Offices chaired by a Head of Enterprise.  The chosen contractor will be expected to be self-managing and the LEO will provide the following data to achieve the above task:

  1. Client Portfolio for each Local Enterprise Office
  2. Send a letter to each client in respect of the process

Proposal Requirements:  

Suitably qualified providers will be expected to submit a proposal in writing with references which contains the following:  

  1. Outline of Approach: Your proposal should outline your proposed approach, key personal and suggested methodology in respect of the project. The total marks available for this is 30%. Your approach should also outline your relevant experience and give examples of similar contracts.  
  2. Expertise, experience and resources: Your proposal should outline the resources you will place on the project and the expertise of the team.The total marks available is 30%.  
  3. Innovation Approach: Your proposal should outline any innovative processes in which will deliver results in line with the projects requirements. The total marks available is 20%. 
  4. Price: The price should be on a fixed cost basis for the contract requirements. The total marks for price is 20%.  
  5. Tax Clearance: Your proposal should include your up to date Tax Clearance Certificate 
  6. References: Your proposal should outline 2 references.  

The chosen contractor will be expected to provide a Gant Chart following a project briefing.   

Selection Criteria & Evaluation:  

The successful tender will be awarded based on the following criteria: 

  • Comprehensiveness, understanding of brief and quality of approach - 30% 
  • Expertise, experience and resources allocated - 30% 
  • Innovation and originality of submission - 20% 
  • Price - 20% 

A proposal clarification meeting may be scheduled and the cost of attendance of same will be borne by the proposal provider.  

Freedom of Information:  

Carlow County Council is subject to the provisions of the Freedom of Information Act 1997. Prior to the award of any contract arising out of this competition the successful tenderer shall be required to produce a Tax Clearance Certificate from the Irish Revenue Commissioners and proof of Public Liability and Professional Indemnity Insurance.
