Background to # Carlow, A Digital Story Telling Project
Carlow County Council under the Rural Economic Development Zones operated by the Department of Arts, Heritage, Regional, Rural and Gaeltacht Affairs was successful in the development of a funding proposal for a project called “County Carlow Digital County”. A vital part of this project aims to
• To develop a County Carlow photographic database for marketing and development in line with Ireland’s Ancient East.
Services Required
The Project Group is requesting a suitable photographer or company to take a comprehensive royalty free, collection of digital photography of listed locations and sites within a given time frame to promote Carlow and Ireland’s Ancient East. Copyright to Carlow County Council, Carlow Local Enterprise Office, Carlow Tourism and the various agencies involved in #Carlow , A Digital Story Telling Project, is a requirement of the initiative.
Contractor Key Tasks:
The contractor will be expected to carry out the following key photography with a number of images for each location (minimum of ten). Photography should be catalogued under the numbers and headings below. The photography will be;

1. People shot - Carlow Tourist Office (customer service) 2. People shot - guide and visitors in Carlow County Museum, Walsh Whiskey Distillery and VISUAL 3. People shot - Carlow craft makers surrounded by their products 4. Playgrounds in the county with family and children images - specifically Carlow Town Park, Bagenalstown, Borris and Tullow. 5. River Barrow in Carlow town with riverside path (completed under flood relief scheme) 6. People shots for various activities in particular walking (Barrow Way and Blackstairs Mountains including Kilbrannish Forest Recreation Area and Clogrennan Wood), canoeing, cycling, fishing, horse riding and boating. 7. Night time people shots in Carlow town - pub and night club scene 8. People shot featuring shopping, drinking coffee etc. 9. Traditional music session images at various locations 10. Borris Main Street and shots of its street architecture 11. Main Street through Ballon 12. Duckett's Grove and IAE sign (people featured) 13. Images of Hacketstown village 14. Images of Fenagh village 15. Images of Kildavin village 16. Images of Milford 17. Images of Myshall and Adelaide Memorial Church 18. The photography company will work for the duration of the project with
Carlow Tourism and the Project Co-ordinator to ensure photography corresponds to requirements.
The Outputs from the Project
• Royalty Free Images in all standard formats (low & high resolution)
• Memory Stick of entire collection X 10
Contract Period:
The contract period will be from mid-July 2017 – 1st October 2017, or before if all requested photography is completed. The contract fee will be fixed with payment upon completion. No expenses will be paid in respect of the contract.
Contract award is subject to attendance at an initial meeting to clarify the objectives and scope of the project, an interim meeting after photographs for five of the above locations have been completed and ongoing contact throughout the project length. The process for completion of the database outlined below will be discussed at the initial meeting.
The contractor will report to the Project Co-ordinator and Carlow Tourism, in respect to the main body of work for tourism in Carlow and Ireland’s Ancient East Trail and/or steering group.
Proposal Layout:
Suitable contractors who wish to pitch for this contract should submit a proposal based on the following marking scheme:

o The contract should be priced on a daily rate based on the completion of all listed photography as outlined herein. Carlow Tourism is looking for value for money for the completion of this project. It is envisaged that the budget required to complete the suite of literature outlined above will be in the region of €5,000 - €9,000. .
