Vibeke Delahunt - Head of Enterprise

Having been part of the Economic Development Team of Wicklow County Council since 1999 Vibeke joined the LEO in 2014 as Senior Enterprise Development Officer and took up the position as Head of Enterprise in 2019. Originally from The Netherlands, Vibeke settled in County Wicklow in 1997 after graduating with an MA in Arts and Heritage Management from Utrecht University and UCC. Following two years as Marketing Manager with Wicklow County Tourism, Vibeke took up the role of Film Commissioner with Wicklow County Council in 1999, in charge of developing the film potential of County Wicklow as a film location and for film tourism. Vibeke manages the delivery of state supports to micro-enterprises through the Local Enterprise Office. Through experience, Vibeke has built up a strong background in strategic planning and project management.

Louise Fleming - Senior Enterprise Development Officer

Louise has been with Local Enterprise Office Wicklow since 2004. Having grown up in the Bray area, Louise brings with her a keen understanding of the local economic and social context in which LEO Wicklow operates. Coming from the private sector where she worked extensively with small businesses in training and business development, Louise is responsible for providing business advice, funding advice and supports to new and established businesses in the tech, audiovisual, engineering, science and craft sectors.  She is also the first point of contact for clients applying to Microfinance Ireland (a LEO Wicklow Partner), and for the Network of Entrepreneurial Women (N.E.W).  Louise holds a BA Hons in Economics and German from UCD and a Postgraduate Diploma in Entrepreneurial Studies from the UCD Michael Smurfit Graduate School of Business.

Linda Healy - Senior Enterprise Development Officer / Film Commissioner

Linda joined the Local Enterprise Team in April 2019.  Prior to this, she held the position of District Administrator in Arklow Municipal District since its establishment in 2014.  Linda has worked with Wicklow County Council for the last 28 years in various departments and has a vast knowledge of the services provided at local government level. Linda is responsible for the delivery of the LEO training programme along with the management of Wicklow County Campus and Wicklow Film Commission.

Annette Rowsome - Acting Senior Enterprise Development Officer 

A graduate of DCU, Annette has extensive experience in the FMCG (Fast Moving Consumer Goods) sector and possesses an in-depth knowledge of the food chain: primary production, processing and marketing of indigenous food and drink products in both the domestic and export market.  She has first-hand experience of the challenges faced by small and micro business and a clear understanding of the different stages of business development.  Annette has a particular focus on adding value to products and services through market research, new product/ brand development and innovation to deliver strategic growth.  Annette is responsible for providing business advice, funding advice and supports to new and established businesses in the food & beverage, tourism, fashion, eligible services and other manufacturing sectors.

Clodagh Whelan - Business Advisor 

Clodagh brings vast experience as a former Regional Director at Enterprise Ireland, and heads up our Export Development programme and Green for Micro Programme.

Patricia Carmody - Staff Officer

Patricia works with Carol in the areas of budgeting, reporting and financial administration.

Carol Kinsella - Assistant Staff Officer

Carol is our Financial Administrator and looks after grant claims made by clients, budgeting, supplier payments and central government reporting.

Jessica McDonald - Administrator or

Our main phone line and reception is managed by Jessica, who deals with initial enquiries and books callers into our popular 'Business Advice Clinic'.

Jessica Kenny - Graduate

Jessica joined the LEO Wicklow team in March 2019. In 2015 she received her Honours Bachelor's Degree in English, Sociology and Politics from the National University of Ireland, Galway. Following this, she went to Dublin City University (DCU) where she studied for her Master’s Degree in Social Media Communications. She graduated from DCU in 2019. Jessica has previously worked in the Teagasc PR Department and now is based at LEO Wicklow as part of the LGMA Graduate Programme.
